I think I'd cap everything too because the flop is pretty ragged. Even if you happened to be behind, surely capping with a set turned house is correct everytime, barring some very specific reads....

I would think a loose/passive player betting the flop means TP or better, and maybe even AJo. Then again, he's in bluff position, and a check-raise is the way to go if you really hit. If it was TP...
