I am not suggesting this is perfect preflop strategy. basically the idea is to force some people to start raising hands in late position so they'll realize the benefits. they can see for themselves...

the pot is 13 SB
to raise it costs 1 extra SB
you have plenty of equity
so you're paying 1 SB extra with lots of equity to make it easier to take down a pot 13...
