Flop bet was fine. I think you're looking at one of two things here. One is a made flush, and one is a made hand (may or may not have a spade). For example JhKs or maybe just Jx with no spades.

The first assumption they make is "yea right nobody has the ace" and they fastplay their pair of 9s...
