I wouldnt bet. Your reason to bet is to bluff them out (which seems unlikely). What hands would they possibly fold that are better than a pair of nines? Why would he chase the twopair with aweak king...

If its a loose player I would reraise on the flop and fold to a reraise. If you get called he probably got you beaten and I would slow down....
