I find in shorthanded that the PF raise really, really matters and effects the other players strongly. Raising PF and then betting with such a flop makes the possibility of snatching the pot there...

I would not raise PF because - as you say - you are not gonna drive anybody out.
Definitely try a check-raise.
River? I would not bet considering high cards and flush possibility. Would call though.
