An inside straight draw (meaning any card of one rank will give you a straight) gives you 4 outs. A backdoor flush draw is like another out or 2.

You're getting 9:1 to call a bet on the flop. With 5 outs, you need 8.5 to 1. It's a very marginal call. But it's one you can make. Raising or betting yourself is just throwing money away.
