Thats not true. We can call, and bet the turn when checked to, and fold when bet to.

If Villain is going to fold when he doesn't improve, then there is no reason to give him a chance to improve. Raising immediately stops him from getting a chance to draw out on you.

Raising will only get called by a better hand. Villain has already charged himself a good price to try to outdraw me, and I will know if he has outdrawn (or is already ahead), by his turn action.
If I put money in now, then all I've done is given money to better hands.

Its a moot point, most players will bet or check/call the turn with a Q after being called on the flop. Even if he check/folds unimproved QJ, we havent lost much ... but when the Q hits ... we have gained a whole lot.
