It means your opponent doesn't understand basic NL strategy.

In terms of what hand he might have, a min-bet here is completely uninformative.

Often, these guys will follow on the turn and sometimes river with a min-bet. So, at a minimum you call flop & turn, and probably river, even unimproved. This actually isn't as dumb as it sounds b/c you'll be surprised how often the other guy folds b/c he has "nothing".

But usually you can do better than calling down. Like raise any scare card comes or just raise b/c you'll probably take it down.
