I don't think your bet is a value bet, a value bet is betting where you think you have the best hand but will still get called

What on earth could this guy have to call with and lose? only calling hands I see are a heart or the straight which both beat you.

your bet is a bluff, which if you think he will throw a small heart is fine but I agree with someone else who basicly said you have to have a good read on the guy.

I would check call the river hoping to induce a bluff though.
