Shopping with neteller debit card online?

Is it somehow possible to purchase things online directly with the neteller debit card?

I know its an ATM card, but I wanted to pay my bills without using EFT and depositing money into my bank account. I can easily purchase things instore, but have not yet been able to find such an online visa/mastercard/discovery service which can be funded with neteller.
