I'm cautiously optimistic about this. There will likely be a lengthy appeals process in the WTO, and I don't think the WTO can really enforce its rulings other than through fines, but this is still a very positive development. Here's the full article from Forbes:

When the WTO overturned our steel tariffs, we changed them.

International law is by and large a crock o' crap. But on the occasion when we do choose to join an international organization, a la the WTO, then we generally agree to follow those decisions.

This is entirely disingenuous as the steel tariffs were so blatantly illegal that there was no doubt they would be ruled so by the WTO.

The WTO decision just gave Bush the chance to exit from a very bad policy -- not only does protectionsim cost jobs in the long term in Bush's case it cost jobs in the short term as the already high price of steel in the US went up and there was a net loss of jobs in industries dependent on steel. Effectively for the sake of temp. saving a few jobs in a US Steel industry that were doomed anyway he lost many more highly skilled, susteainable jobs in engineering and manufacturing.
