Default Tournament Payout Structure

I played in the monthly no-limit tournament at Canterbury today. With 207 entrants, they paid to the 19th spot. However, the payout for 10th thru 19th place was $100. The buy-in and fee was $100 + $20 with no rebuys or add-ons. Is this the norm to pay less than the cost of the tourney? Top place paid over $5000, 4th paid $1900, and 9th paid $500.

I also have a question about satillites and payout. There were several comments during the Canterbury's Fall Classic Poker from players on the circuit that the cash payout was not sufficient to cover the cost of the seat in the satillite. Again, is this the norm?

$100+20 sounds like a lot of juice to me.
