My questions are did i play this right? Is there anyway i could of got UTG out? Should i have bet the river and then should i have called the river i knew, knew he had the 9 and i couldnt stop myself from calling as the pot was so big.

Preflop: Perfect
Flop: Perfect
Turn: Perfect
River: There's some room for discussion, but my vote would be to play it exactly as you did.

So, I guess overall you did pretty well.

Seriously, don't worry about what you could have done "to get UTG out." You played the hand perfectly, which is all you need to worry about.

Besides, if he wants to stick around drawing to his two-outer, you should be happy. It sucks that he got there, but it's important to not be results oriented. If we knew what cards were coming, poker would be so much less fun.
