Both sides are guilty in that respect. |

It's the house, morans. |

[ QUOTE ] The budget process for the U.S. Federal government involves both the executive and legislative branches of government. The President submits a budget to Congress, which then passes legislation to actually appropriate and authorize funds to be spent. [/ QUOTE ] I know Congress is responsible for appropriations and the pork in the budget. But you can't deny that a lot of the expenses were either the result of the executive branch's proposed budget. Also, most of the new spending legislation over the last 5 or 6 years was requested and pressed for politically by the Bush white house. |

[ QUOTE ]
Why do people consistently give the President credit for a budget? It's the house, morans. [/ QUOTE ] Credit/blame is always assigned by the party/person(s) according to the point being made. That's what our system has become. Yeah, House originates, Senate refines, President signs off on. Along the way everybody gets their pet projects/supporters taken care of. In the final analysis, though, GWB does have to assume final responsibility. He did sign off rather than veto. Call it pragamatics of the office/politics, whatever. But he has signed every spending bill he's received. |

Re: Clinton vs Bush
Why do they call it "Bush's tax cut" when wanting to give credit for it?
