Default PF situation

Sitting in a game with an avg vpip well over 40. The 2 blinds when I am on the button are the loosest 2 at the table. I have been trying to play decent cards but it's one of those sessions where nothing is holding up and I am getting zero respect.

It is folded to me on the button and I have Q8s. I know one of the blinds will call 100% of the time. They will both call 80% of the time. They will call to the river with any piece and any draw.

Raise, Call, Fold or leave the table?

Yep, if they dont and if they often check on flop if u raise preflop its an easy raise. If they often 3bet preflop and often bet into you on flop, its still a raise but not as easy.

If they both call with 80% of their hands, your you have a small equity edge of 35%. If only one calls with his 80% of hands you have 52% equity. This, plus the fact that you have position, plus the fact that they suck postflop makes this an easy raise.

yea I think playing Q8s in a 6sb pot with position against these loose players is +EV as long as you're not often putting 3 bets in preflop and abandoning initiative.
