Default Changing PF game when blinds don\'t fold EVER

1. Playing 5 handed, first to act folded, I had a7s, btn is avg. for 2/4 6max, the game I was in. Blinds Never fold their blinds to a steal, at least not in 60 hands that I've played with them. Do I raise my hand here for value, or is the value lost pushing this to a fold or a call some how since they always call? What should I be thinking about with opponents like this? Are these people going to be giving me alot of +EV? How do I adjust, specifically with hands if possible.

2) When PT says "BB fold to a steal", does this mean, whenever he folded in a BB to a raise? Or does it include hands where the raiser had, say, AA or something.

3) For PT, when SB fold to steal, does that include if he call and BB raise and he fold?
