Default Is This Softplaying?

[ QUOTE ]
Rule #7 of the Tournament Directors Assoc.

PENALTIES - A penalty MAY be invoked if a player exposes any card with action pending, if a card(s) goes off the table, if soft-play occurs, or similar incidents take place. Penalties WILL be invoked in cases of abuse, disruptive behavior, or similar incidents.

[/ QUOTE ]

In a two-table no-limit tournament last night, it's down to three players. The button has a 2 to 1 chip lead over the small blind, stacks are deep compared to the blinds, and the big blind is all-in this hand after losing the rest of his stack last hand.

First to act, button folds and small-blind looks at his cards while big blind says, "just fold it." Small blind obliges by folding.

The button gets upset at the small blind because he could have seen 5 more cards by simply completeing his blind and have a chance at knocking out the big blind.

Small blind tells the button that he had 7-2 and couldn't call.

The button alledges soft play but play continues.

The button is still steaming at the small blind for quite a while even to the point where small blind is getting pretty upset with the needling from the button.

The big blind goes on to build a pretty substantial stack, but eventually gets knocked out.

Three questions:

1. Was this soft play, or a form of soft play, by the small blind?

2. Did the button have a legitimate complaint?

3. Should a penalty been issued?

Thanks.
