Default Dealing w/ Live Straddles (sp?) in low limit hold \'em

I was playing 3-6, and a few players around the table would occassionally do a blind raise from UTG. On most of the straddle hands, the betting was capped. The rest of the time, there was rarely (less than 1 an hour on average) a reraise pre-flop.

What's the proper approach for playing these hands? I could see calling a few more marginal hands, but why was there so much reraising? Also, how would my position to the raiser impact my strategy?
