I know many of you will say raise the flop, and perhaps you are right. Could someone tell me why when I am basically expecting to get reraised on every street?

Postflop, I would call, call, and then look at the river card and probably just fold. But my plan would be to call, call, call, so long as no ace, king, or ten fell.

I don't see much point to raising, since you're probably behind.

Call/call/call as long as no ace comes looks like a good line here.

Raising the turn is an acceptable alternative, but after he 3-bets you, it's time to put this one in the muck.

EDIT: The suggested line is for when no A or K comes. Fold if it does.

If you are going to raise 4th street I think it would have to be with the intention of folding to a 3-bet. I like just calling all the way personally. Calling down the turn 3-bet just can't be a winning proposition here though.
