Value bet this river?

Villian is TPP. I was concerned that he wouldn't raise a hand like AJ/AT PF from the blind. In hindsight I guess a TPP doesn't raise the river either with those hands so I should bet out. What do you think. FWIW I really but him on an Ace rather than a busted draw so inducing a bluff doesn't really come into play although I shouldn't be so rigid with my reads.

I'm concerned about my kicker. Being he is passive and in the blind I could be behind the whole way.

i dont see him raising the river with something like AT, and even though hes TPP, he still may call with a 7 since there havent been any raises anywhere, i bet
