Declaration of an Emergency. The president can issue a Declaration of Emergency to supplement the state and local effort to save lives and protect property. The president can act only after a state governor has requested a Declaration of an Emergency be issued. Total assistance provided in any given emergency declaration may not exceed $5 million. Declaration of a Major Disaster. A major disaster declaration may be requested by the governor to the president after a natural catastrophe occurs. Assistance is offered to both the public and private sectors. With the declaration, the Federal Emergency Management Agency (FEMA) has the authority to engage the services of 12 federal departments, two agencies, one commission, one corporation and one authority offering 97 different Federal assistance programs. These 97 programs provide many different services to help people and state and local governments deal with recovery from a disaster.
