Usual Weekends?

I just opened up two 15/30 tables to find them playing more like .5/1 than any other limit. Their are consistently 4-5 people seeing each flop, and on one table there was just $327 in preflop. One table has 36% vpip, the other $40%

Is this normal for the weekend 15 games?
