Not getting much of a free card from a lag, flop raise is possibly for value, but all you do is take the initiative when you're going to be likely to see showdown depending on exactly how laggy he is. I raise the turn, but whether you raise the turn or river doesn't matter to me, otherwise I play it the same.

I raise the turn, waiting for the river may allow him to bet/fold. At least on the turn we know he's seeing the next card.

If hes a mega lag/stupid, and thinks only one street, therefore thinks the 8 couldnt help you and 3bets with a pair of jacks, then I like waiting, if he's exploitable.

Otherwise, play it simple.

I like a raise on the flop if your 75% sure u can get a freebie.

If you dont think so. Pop him on the turn to make him pay to see one, as noted its easier for him to fold the river.

Only if he's the type of LAG to bet a lot of flops and slow down to aggression. If that's the case I'd probably fire again on the turn UI.

Otherwise just peel.

I'd raise the turn. Maybe you have to raise the flop as well, I don't know that, I'll read the other answers now.
But I'd certainly not raise the river.
