This is almost always top pair or a flush draw from my experience. (Probably 90% top pair).

Since you are beating all top pairs except AJ, J2, J3, and J8, I'd raise it up and see what happens.

I also raise this flop with 2overs and a flush draw, and I hate it when donks bet the turn after they got raised on the flop. It's read dependent but I raise when I have TP.

Most of the time donkbets from loose players like this are some picked up draw or midpair. Auto-raise and call down a 3bet.

I think it's very probable that he also has top pair at least and after the flop raise he might have picked up a flush draw himself or even the second pair... who knows.

He might be in the same league when it comes to raising flush draws and puts you on one here (although MP is more likely to have it here calling 2 cold).

Raising puts pressure on MP also, therefore I still raise with top pair and see where action is evolving. If a 3- bet is to follow... well, tough spot. I'd call down this pot and take a look at his aces, J2 or whatnot.

I'd raise again, minus a super-passive read. It seems to me that the amount of donk-betting without a hand at 2/4 has increased drastically recently (perhaps thanks to the new WSOP broadcasts?), so I've gotten a lot more aggressive against it.

Why would you call down a 3-bet ? Loose players like that are not maniacs, or they would not last a day with their money.

So if he probaley picked up a flush draw, and the other is likely already on a flush-draw, then together they have at least 18 outs. Is raising then still a good idea ? (since you should also discount AJ, 2 pair and trips)
