Default flop raise too big, too small, or just right?

Two main questions:

First, I'm a massive favorite at the flop against everything except a set or a made straight, and I've got many of those cards in my hand. Villian has been observed to make smaller raises ($2) with big hands (AA-JJ, AK, AQ) and bigger raises ($4-6) with small pairs and suited connectors. I'm pretty certain that in this case he's either got a pair *bigger* than 88 or AK/AQ/KQ. Given this read (which turns out to be correct) is the flop raise to $25 the right play? Can I justify pushing here, or will that spook him? I don't know if he'll call an allin with just an overpair, especially with all these draws that I could have.

Second question, which I don't even need to ask anymore now that I think about it: was the turn bet a good idea. The answer is clearly "no"... he gave me a free card when I had 19 outs and I should have taken it.

First, you're going to get some wrong-forum flak, so be prepared.

The answer to your first question is reasonably simple, I think: raise as much as you think he'll call. It's read-dependent. If you're certain he's got an overpair and he'll call a push, then push. If you think he's got an unpaired big ace, check.

And you're right, take the free card. He made an awful play and you didn't punish him for it.

wrong forum? I saw quite a few other $100-NL posts here and thought that $100 was where the mid-limit forum started. Completely understanding your "read-dependent" comment, do you think in general most players would have called more?
