Any recommendations as to which site's the best for someone of my background?

I skimmed through the intro, didnät read it all.
But Stars is a good place to start since you dont miss any sign up bonus (they dont have one), and have plenty of microlimit action available. When you have practiced more , feel comfortable with your play, and have $500, it's time to hit the bonuses like Party Poker's |

I'd recommend Pacific actually which has limits starting at 5c/10c. Plus the competition is the softest around.
