Default When do you wait for the turn to raise?

People on these forums seem to advocate waiting for the turn to raise far less than HPFAP. When, if ever, should you call on the flop with the intention of raising the turn?

Almost the only time I wait for the turn to raise is when I don't yet have anything on the flop.

The flop comes 2 suited. You think he may be betting the flush draw. Wait for the turn. If the third of the possible flush doesn't come, pop him now.
