Default 10+1 2 Table bubble hand

Previous round in the short stack battle for the blinds I put the villian all-in with K4 and he called with 86 and hit the 8 to double up (promplty losing some of those chips with calling preflop raises and folding the flop ??) , so he seems capable of correctly calling with any two. Whats the best way to play this?

23 suited is ~36% against a random hand, so is this a preflop push due to the pot odds and not wanting to be moved off the hand? Payout structure for these is flatter than 1 tables with 1st-80, 2nd-60, 3rd-40 and 4th 20. Thanks for any input, it felt weak, but i just wasn't sure.
