Default How often should I raise this flop ?

I've only just started playing this aggressively. Assuming I'm just getting called after my raise on the flop, my plan is to fold to a bet on the turn, and bet if checked to. What do you do on the river ? If he checks, I figure he'll call my bet with 99 or better. And with no draw out there, is the value bet on the river right ?

In this instance how often would you raise that flop ? I figure 90% of the time just to mix things up a little. No read in this instance, I just sat down.
