Bet fold is better vs. a loose passive. A lot better.

I believe the river action is correct. A passive raising on the river with that board means you are beat. Check calling costs the same when you are beat, but wins you nothing when you are ahead because a passive likely checks behind any hand you beat.

If however you intend to play the river this way, I don't like the turn. If you are prepared to believe his river raise you can also believe a turn raise. Bet there and if raised you can fold and save a bet.
