I've been wondering, do you have to accumulate 15,000 VIP points to get in, meaning that you can't spend the points in the store? Or is it however many you've earned in the past regarless of whether or not you have spent them?

it's just 15k 'accumulated' points.

If you spend some it does not hurt your 'accumulated' total.
So feel free to spend-away if there's something in the store that interests you.
