Default CO raise when on button

This is a general question, so to all those who only like very specific questions, I apologize. QTip, if this has already been asked <laugh>...

Let's say you know the CO will open raise with top 15% of hands (only info you have). Ignoring making some kind of move (i.e. three betting with crap and stealing on flop), what % of hands should you be three betting. Let's assume blinds are extremely tight and will fold.

15% is actually a pretty loose raising number. I'd probably also 3 bet him with AQo, AJs and pairs down to 77 or so.

That's 11%. Would you say to three bet with roughly 70% of CO open raise %? Thanks!!

I didn't work out the %'s before I posted that, but that sounds about right. I'm definitely 3 betting with more than half of the hands he's raising because I will have momentum and position.
