I love Peter Luger in Brooklyn, but I need to find a nice steak in Manhattan. What's the best ? Also where's has the best quality cost ratio ? Big plus if its in the Upper West Side.

Sparks. It's on the east side, but worth it.
Lots of "2d best" places, but trust me, go to sparks |

Bobby Van's, Angelo & Maxies and Ruth's Chris are up there. Both times I went to Sparks I had issues (too much salt the first time and overcooked the second), but everyone else was happy and I still thought it was ok. I was not impressed with Old Homestead, Mark Joseph's or Morton's.

Bobby Vans is good. Honestly I've never had a bad experience at the big places.
Theres a little french place called Cite in Times Square that has a decent steak, but the real draw is the Wine Tasters Special after 8:30. (All you can drink good wine, 3 courses + desert, $70 or so) |
