Default Another All-In Rules Question

a little different than the other question asked...

No Limit game:
Player A bets $100
Player B goes All In for $130
Player C wants to make a minimum raise. Does he raise to $200, $230, other?

What rule covers this? I didn't see anything speciffic cited in RRoP.

Thanks...

I think it's completing the normal raise to $200, since it doesn't reopen the betting- I guess you're really ignoring the $30 raise and treating it as a raise of the original $100 bet.
This would be true in limit or no-limit IMUninformedOpinion

I second your comments but haven't seen any references.

Any commnets on whether NLHE rules on this differ from a tourney situation?
I'm going with no but I don't remember tourneys being mentioned in Robbert's Rules only limit & NL.

I forgot to add -but it DOES reopen the betting for player A who can now raise since Player C put in a full raise.
