question about rakeback

Okay are all these rakeback offers out there basically just people who have signed up for an affilate program on sites, choose the MGR payment plan and then giving some of what they make off the players back to them, or do these guys have some sort of agreement with the cardrooms on a "higher" level. In party pokers affiliate login area it has a list of "dont's" and one of them is offering players a rake back.

Can anyone fill me in here?
