Default Low VPIP

My VPIP is too low but I am not sure why. Here is my VPIP by position.

utg 14.53
mp 16.44
co 21.73
btn 23.44
sb 34.39
bb 14.17
total 21.34

By position where am I low? I don't raise from the BB enough my PFR raise from there is only 5.48. Any comments are always appreciated.

14% VP$IP from the BB means you're not calling raises in the BB nearly enough.

Yeah, this is probably true... however, i don't know why you think that 21.3 VPIP is "too low"

This depends on the level though I guess. If its Party 1/2, then yeah, its too low. but if its a game with more aggression then 21 is fine.

Playing 1-2, 5 max, what types of hands should I defend my BB with. For example, against a limper on the button and a raise from the SB (VP$IP 55, PFR 20), should I rerasie w/ A9o, call, or fold?
