Everyone checked flop, bet turn with low pair?

Preflop: Hero is BB with 3[img]/images/graemlins/heart.gif[/img], Q[img]/images/graemlins/heart.gif[/img].
4 folds, MP2 calls, MP3 calls, 2 folds, SB completes, Hero checks.

Flop: (4 SB) 8[img]/images/graemlins/spade.gif[/img], 3[img]/images/graemlins/club.gif[/img], 9[img]/images/graemlins/club.gif[/img] (3 players)
SB checks, Hero checks, MP2 checks, MP3 checks.

Turn: (2 BB) 2[img]/images/graemlins/heart.gif[/img] (3 players)
SB checks, Hero checks, MP2 checks, MP3 checks.

River: (2 BB) Q[img]/images/graemlins/spade.gif[/img] (3 players)

Final Pot: 2 BB

Should I have bet out on turn with pair of 3's, Q kicker after everyone checked the flop? Looks like straight draws or low pairs with no one very happy with hand. Chance to pick up pot with bluff or not worth the price
??

Most of the players at this table seemed loose but passive.

I think you should have bet. The way I look at it is this. In a three handed game the odds favor only one person hitting the flop. When no one bet on the flop and the 2 came up on the turn, there a good chance you have bet hand with your 3s. I like betting when I think I have best hand. If both player are on a draw the best they probably have right now is a 4 to 1 shot and with your bet they are only getting 3 to 1 on the pot. It's a losing call.

Yeah, I think so too after reviewing this hand. They were weak group and I had good chance of winning without showdown.
