Your hand history is a little screwy, I assume he check-raised all-in on the turn? Id check behind on the turn to keep the pot small, possibly get another heart to beat his small flush, and make it less expensive to showdown on the river if you are beat. Given that you bet and he check-raised all-in, yes I would fold.

His bet out of being so small made me thing he wasn't on a draw but had a hand and was too stupid to check so he min bet. Also if he has a hand that I beat i.e. lowend straight 2 pair set and the 4th heart comes I will not get paid off.

Alot of players will bet out the min with a flush or str8 draw in an effort to draw for cheap or maybe pick up the pot if their opponent has nothing. In your position I would be thinking theres a very good chance he's got a flush draw.
