The pf raise is in far too early a position, along with you to commit your stack with 77. You are at best a coin flip and are often looking at an overpair vs UTG. Aside from that, a player has the opportunity to pick up a big pair behind you and bust you. It is -ev risking your 23k to win a 10k pot when your hand is at best a race.

Couldn't have said it myself.

The small stack is no midget... he still has about 8xBBs, so he's by no means desperate. You also have to give him credit for pushing in early position.

I don't know how he plays, but I personally would not push with a low pair in EP at a full table.

Easy fold - why risk 8000 chips at this stage of the tournament? if it had been a genuine short stack (say 2 or 3000) then maybe you can just flat call as he might be getting desperate with something like a5 suited. But pushing your whole stack in here is just bad play in the long run, in my opinion.
