I have 3 chipco chips and it looks like they just do a 4 color process, CMYK (Cyan, Yellow, Magenta, Black) to make all the colors. This is the same color printing process that you see in magazines, books, etc. So they do not print a "PURE" color like you would see on a photograph. They use halftone dots so you will see a dot pattern if you look close. To print solid colors without a halftone is called a SPOT color and I don't think chipco uses those at all. You will usually see these on inlay chips that only have 1 or two colors. You can read small light colored text better if they use a spot color because it is solid ink instead of a halftone.
