Default final table hand / final strategy discussion

final table of a £ 250 tournament, I am chip leader with around 20 bb. I make a raise of 3 bb with qq in early position, good aggressive player with around 15 bb calls after some thought in the cutoff everyone else folds. Flop comes 889 2 hearts, i bet out around 3/5 of the pot, he thinks for a second or two and calls, turn is an offsuit king...what do you do at this point ?
I am also wondering peoples opinion on final tabel strategy with short stacks compared to the blinds ? the live tournaments i play in seem to have relativly short stacks compared to the blinds and i would like to know what people think is the best strategy for playing these situations.
