I wouldn't doubt seeing 9 10 for a rivered straight. The flop raise could mean anything, but when he just called your turn bet that smells like a draw. I really like the turn bet though. On the river I would just call this raise. You do have top 2 pair, but it is still vulnerable.

With a raise on the flop and a call on the turn, this smells like a draw to me.
