Default Tournament Rules Reference

There is a chance that I may be called upon to run a local charity game. From what I hear, there will be all sorts of players, skill levels, experiences, etc. I am, of course, planning to have a standard list of the common rules, but I was wondering: Is there a book/website I could use for a reference/authority, to cover all (or most) of the unusual situations. I know that other recreational tournaments (bridge/chess etc.) have governing bodies and standard rule books. Is there a No-Limit Hold'em book, or should I start writing one?
