Default Is this a clear flop fold?

Party 50 NL

Hero is UTG+2 with JJ, folds to me and one person has posted blind

Hero raises to 5, UTG+4 calls, everyone else folds

Flop (~12) Qc4h7h

Hero checks, UTG+4 bets 7, Hero calls

Turn (~25) Hero bets 18

agreed. How do you know if it is a clear fold or not? He could bet AK or 72 here because you checked to him. Bet into him, if he raises fold, if he calls consider the situation and beware. But check calling and then betting into him on the turn is NOT the correct play.
