computer problem

hello
i had a power outage today and somehow my computer seems to be reacting to it. when i start it up it seems fast and all but when i start opening multiple programs its says "not enough quota is available to process this command". also now my system sound isnt working and im wondering if its in some kind of safe mode. any ways to fix this?
