I would say no. That 8 is not coordinated with the other three cards. The hand would be good if you replaced the 8 with a T, Q, K, or A.

Disclaimer: Omaha high-low is my game. But I have read a few books on Omaha high.

Yes, but you want to play it heads-up. In a tight or shorthanded game, it's a good hand for blind steals or to isolate one limper. It's marginal if lots of people have called, and I'd dump it if there were multiple raises preflop.
