I would have said CO bets the turn for you 100% of the time, but I guess it's only 99.9999%.

It seems like I've run into a number of players lately who insist on putting in the last raise on the flop in response to my flop aggression. Then they slow *way* down on the turn. Looks like this was one of those types of players.

When they have position on you and they use it to get a free look at the river, it sucks, but hey, that's what the "free" card play is all about (though when it's cost them 3-4 sb on the flop to see the river, that's hardly free!). When I run into a player like that, I make a note that you can't count on them continuing their flop aggression on the turn, and hopefully use that information next time I'm in a pot with them.
