Default Is there any point in raising here?

UTG is 60/8/1
MP is 38/19/2.2

Raise preflop?
Raise the flop?
Raise the turn?
River fold standard I'm assuming?

You should have probabably raised pre-flop, definately raised the flop, and certainly have raised the turn.

This hand was played very passively, and you allowed yourself to get run down by a hand you were way, way ahead of on the flop.

Preflop: I think raising or calling here is about equal.

Flop: No reason to raise the flop. You are either way ahead or way behind and free cards aren't likely to hurt you.

Turn: I certainly call the turn if it completes the rainbow. Because of the flush draw I think it's close. The pot is still small so I think I like the call.

River: Good fold.

Overall, well played.

I think raising preflop is a bit better than calling, given the 2 limpers' stats. On the flop, I'd call if no one's retardedly loose, and give players who are drawing slim to get into the small pot as cheaply as possible. If one of the donks in there is terrible enough to call your flop raise down with a worse hand though, I'd consider raising instead. I'm not fully decided on the turn, a flush draw is possible but the pot's still small. The river's a very easy fold.

I would always raise PF, for value. Flop and turn look fine to me. Wa/wb and you might as well let UTG keep calling with his 0-3 outs (the flush draw is a possibility but a distant one). It's often true in these games that passive gets the money. The river fold is obvious.

I think that PF all depends on how loose the blinds are.

this flop needs to be raised and if not the flop, then definetly the turn, you're hand is gonna be so much better then either of these opponents hands so not only are you trying to cut down the field, your also doing it for value

Ask yourself a.) why you want to cut down the field (what hands could your opponents have that you want them to fold) and b.) whether raising actually nets you more value than calling.
