Ha, good question. My guess would be that maybe if others didn't want to play 25-50, they'd play half those stakes... so maybe 10-25. I have no idea though.

I believe it means that Seidel and the other sharps would let the losers pay back just half their losses. Might help keep the game going for longer and could end up with more winnings in the end.
