But we are comparing the strategy of check/calling to the strategy of bet/calling a raise. And when we compute the EV of bet/calling a raise, one of the terms will be:

-(size of pot)*(chance of bluff raise).

The chance could be only 1 in 20, and yet that term would still be significant.
